vista slowed down to a stop

I have vista, recently upond boot up the computer freezes or takes forever to load vista, windows side bar is slow and has a white back ground, once I get on the net it takes forever to move forward or backward on pages. I have Norton interet security, ran it and it says no virus found, I have also done all windows updates.

please help this computer never ran this slow.
