when i'am puting a disc in the drive to be installed a message comes up :-

D: incd : drive D : will mount for read only acces. the drive supports reading but not writting.

when checking on my computer on drive D it has detected the disc in place, but i cannot install or run the disc or any disc for that matter.
normally when i put a disc in, it starts installing or running automatically

I'am a noob when it comes to pc's so there may be a simple answer.

any help would be appreciated.

Have you tried these steps:

Right click on CD/DVD drive in Windows Explorer
select 'Open'

How To Enable / Disable Autorun (Windows XP)

1.Open Windows Explorer by pressing the Windows + "E" key.

2.Right-click the desired CD-ROM and select Properties from the menu.

3.Select the AutoPlay tab.

4.Select each item from the pulldown list and for the Action to perform,
select "Take no action" to disable autorun,
or pick the apporpriate action to take if enabling autorun.

5.Select OK.

Tweak UI for XP.
This is a utility from Microsoft that allows you to display autoplay drive by drive.

Also check in Services. Go to Start -> Programs -> Adminstrative Tools -> Services. The various services are in alphabetical order. Look for
InCD Helper (read only file)
in the Name column look to the right under the Status column where it will say said service is either
Disabled, Manual or Automatic
Left click once to highlight the entire InCD Helper (read only file) row. Right Click and go to Properties. It will open to the General tab. Midway down look for the
Start type
and choose either Automatic or Manual from the drop down bar if has been Disabled. Now check the
Service status:
which is below the "Start type". It will say either "Started, Stopped, Paused, Resume", all of which correspond to the
Start, Stopped, Pause, Resume
buttons under "Service status". Choose "Start" and then OK to close the Properities window.

Also note that at the bottom and to the left of the services names are two tabs
Extended and Standard
Click on "Extended" and look to the upper left of the page once a service has been selected. You will see options to "Stop", "Start", or "Restart" which can be selected instead of working in the Properties window.
