Recommendations for software program capture camera movies to home dvd

I have a digital camera and have used Windows movie maker to piece together a home "movie".

What I like to do is burn it to a dvd preferably to NTSC format, by a software program, and I would like this software program to allow me to make chapters and allow an option not to close the disc.

I have tried Total video2dvd and VSO: Total video burned to a disc but the playback stuttered, VSO no pic.

I was wondering what users have found that was good. Don't mind paying a small fee (~$40)
