Cannot enable Windows Firewall

At startup, I get a balloon in the lower right corner saying that Windows Firewall is turned off and "Your computer may be at risk." It says to click the balloon to fix. This opens the Security Center where there is a notice that the firewall is turned off, and to click the "Enable Firewall" button. Then it says it cannot do this and to go the Control Panel and click the Firewall icon. Then an message comes up saying "Due to an unidentified problem windows firewall settings cannot be displayed."

I was trying to follow the instructions to remove spyware, but enabling the firewall is part of the procedure.

I am using a Dell E6500 with Windows XP.

I hope that this information is sufficient.
