Can't change file names or copy and paste

I have Windows Vista on a Lenovo SL400. Recently I have had an issue where I can't change file names, copy and paste document, or restore files from the recycle bin. I have tried to change permissions and it does not work. The 'Read Only' box changes itself to being colored in even after I change it. I tried to do a system restore and get this message:

System Restore did not complete successfully. Your computerís system files and settings were not changed


An unspecified error occurred during System Restore

Also, when I did a little checking, a file got deleted from my registry:


Don't know what it is and haven't found anything helpful online. Please help.
