Windows search engine disabled in outlook

When I open MS Outlook 2007 in Windows 7 it keeps telling me that the Windows search engine has been disabled. I was wondering how to fix this and why it pops up. I have typed in services.msc in the run box, gone down to windows search (which was disabled), re enabled it, and it still popped up next time I opened the program. If anyone could offer some help I would be very appreciative.
