Computer Won't Update .NET Framework

A while ago, about 2 months ago, I received an update for .NET Framework 1.1 (Security Update for SP1). No matter what I do (and the problem still persists to this day) the update won't install. I get error 643 and suggests checking the Microsoft website for troubleshooting. I tried the solutions on Microsoft's website, and they don't work (clean install of all the .NET Framework versions I had). This morning when reinstalling all of my Frameworks I noticed I didn't have SP1 at the time and installed it. Well that didn't help, the update is still there and fails to install.

This is driving me insane. I have done everything and I'm not willing to take my computer in to the shop and pay an arm and a leg to have someone else install some stubborn update for me. I've done everything that I can and it's worrying me that it's a security update that won't install. So how to I get this update to install and get it to stop bugging me???
