Settings.ini is being used by another process. Close the other program and click Retry or click Cancel to exit.

I have a new installation of Windows 7 Home Premium 32, and this message was popping up at every boot. I have gadgets turned off to prevent this, but I would like to try out some gadgets.

I searched on Google and found a gazillion identical questions, but not a single answer... not one I understood anyway. Any ideas?
