Images Not Loading all the way ?

This has happened to me before on different web sites, . .
I am getting the top, (first) image, so it isn;t loading all the way, . . I tried refreshing the screen, but did not work,

is this my PC or does this happen to anyone else ?

It is suppose to appear like the second image.

I reduced there size for this illustration, but
My guess there a little to large as on the other post ?/?

Try clearing browser cache and cookies, restart the browser and go to that link again.

Works fine for me, but when I get glitches like you describe. I just clear browser cache and cookies and it resolves the issue.
