tick size safe.bin

In my programs (I run XP home) there's a bunch of folders (like a hundred) with names like manamulti manager, man multi, man mur, etc. They all contain a file called tick size safe.bin , and I want to know if it is possibly for me to delete these to free up space. I am really screwed for space on my C drive, but not D, but C is the windows drive, so can i get some help? Thanks.
