SMPS fan problem

Hello all, Nowadays i am noticing that my SMPS fan is not running even though the system is turned on.Plz tell me how to solve this problem and why this problem may have occured.Thanks.

Gotta ask, did it run in the past. Some PSUs don't run the fan at low draws.

If it is indeed an abnormal condition, I would suspect the fan. Can you spin the fan by hand?
Any odd noises from the PSU in the past?

What is the PSU make/model?

I am a retired Ford tech. Next to Fords, any computer is a piece of cake. (The cake, its not a lie)

3770K @4.5, Corsair H100, GTX780, 16gig Samsung, Obsidian 700 (yes there is a 700)
