ISP or no ISP. That is the question

This is going to be a really dumb question here, there's no problem, but the more l think about this, the more confused l'm getting.
Normally l logon, up comes IE, and l go straight into my ISP's home page.
Now l can also access the internet via MSPaint but is this still going through my ISP?
Just intrigued to know the answer.

Any access beyond an application you have installed locally on the machine goes through your ISP. Updates to software or antivirus as an example.

Just messing around in getting onto the internet through MSPaint, and not going through my ISP's normal homepage just threw me for a while.
Your answer bought me back to reality. Hello real world!
