How would I create a desktop .exe icon?

I just want to take a computer logo that I have now and make it so that if you click on it it'll be just like a mailto: html tag?

What you need to do is this :

Create a shortcut on your desktop directing to the mail address.
After that right click on the shortcut, select properties and change
the shortcut icon to the logo you made.
