How To limit bandwidth for one program

Heres the story:

I use usenet all the time for downloading large files. I like it because I get full download speeds at all times when i am downloading.

Sometimes however, i will have to work on the internet while i am downloading. When downloading, all my internet bandwidth is used by my usenet client/nzb grabber. I download about 900-1000 kBytesps (7mbit connection usually). What i would like to do is:

be able to limit the usenet downloads to say 500kBps, leaving the other 400-500 kBps for other applications that need internet access. This should be a solution that can be easily turned on or off based on my needs.

If you guys know of anything that can do this, let me know!!! Thanks
