Confusing message

I have a weird problem with my computer. Evertime i click a program this message appears


C:\Windows\System32\brcpl.dll is either not designed to run on Windows or it contains an error. Try installing the program again using the original installation media or contact your system administrator or the software vendor for support.


I got this computer second hand so i dont have the disk to fix it, or to format my computer. i dont know anything about computers so any help is appreciated

Is this XP or Vista?

brcpl.dll is for Backup and Restore Control Panel

You will need to try SFC.exe
Since you do not have any disks, pay attention to the second post where they talk about the i386 folder
