Cannot access windows management instrumentation sw

In trying to fix the issue in the title, I downloaded the repair disk file from the above site and created the CD *BUT* when I reboot and get to the prompt to "Press any key to boot from cd or dvd..." message, after I press a key it bypasses the CD and goes straight into windows on the harddrive. Is there something else I have to do to have it actually boot from the CD so I can try to do a repair?
