Vista Parental Control Question

I am trying to put parental controls on one of the user accounts on my Vista 64-bit. I am attempting the part where you can select which programs the user is allowed to use. However, when I choose the option "user name can only use the programs I allow" it just says "application path" in the selection box and the program list never loads. I've left it going for over an hour and still no list. I've also re-started and tried again. Any ideas? Thanks
