XP won't load or reboot - not even safe mode

Hello, my wifes computer is having issues, she was looking through surfthechannel and was browsing shows, and then firefox crashed, she tried to restart firefox, but then the computer went black, and began a restart cycle, now it will not actually load, just cycles through the start up gets to the "HP" screen, then starts over, but won't load. I've tried loading safe mode, it loads to where it will give me safe mode options, but then starts the process over without starting.

Anyone heard of anything like this recently? Any suggestions?
