can't view boot up screen

I use Windows XP and can't view the boot up screen during start up. I used to be able to see it and now it's gone.
I'm talknig about the screen that allows you to type F8 or Del to get to Safe Mode or the BIOS screen

Is there an easy way to get this to show back up?

Does it then continue on and start Windows or are you saying that you start the computer and all you get is a blank screen?
Do you hear any beeps?
