Problems w/ web pages loading

Hi! I've had this problem before. I recently cleaned out all the cookies, passwords, page history, etc. on my computer and now certain sites are not working properly. For instance, when I use hotmail, I click on an email and instead of taking me to that email, the page just refreshes. It just stays on the same page. I thought this was just a hotmail glitch at first, but I notice it with other websites as well. Any help would be greatly appreciated!

Does it do it if it's a fresh browser session? I.e. close all your sessions, open a new one, and go straight to Hotmail... does it do it then?

If so, have you tried it with a clean boot? I.e. disable all non-essential service and startup items using Msconfig, reboot, and then try it.
