USB Ports Not Working

I've got an eMachines T1842 with Windows XP that i'm working on for a guy. I have a problem in that the USB ports aren't working. In Device Manager, it says that all are working properly. I've tried uninstalling them and rebooting and letting windows recognize them and it does and installs them, however they still don't work. I'm getting power to them at least initially as my USB mouse's light comes on. Cant seem to find any updated drivers more recent than the ones on it. Does anyone have any suggestions ?

You already went into Device Manager and uninstalled all USB controllers listed? And then rebooted?
