Windows Police pro and cyber security have infected my computer

I am running windows XP pro, my son has some how installed these programs, I read the forum on how to remove and tried numerous ways to open the task manager to kill the processes that are preventing me from removing this. I downloaded the fixtm file but it will not open due to the virus, in fact nothing will open. I have a laptop that I am using to connect and ask for help. I have tried to download the file to my flash drive and then open from there on the infected computer but it pops up a window stating the "registry editing has been disabled by your administrator". I need some help PLEASE!
