Start Menu Dissapeared

I bought an nvidia GeForce 5200 graphics card a while back and decided to pop it into my PC. The installation went smoothly except that now my start menu is gone from the Admin account. The menu still shows up on all the other user accounts and when I try alternative ways to get into the start menu (trying to make a shortcut) it doesn't let me in. Does anyone know anything about this issue??

Delete your Browser Cookies, If that doesn't work, scan the system for trojans.

I already cleaned out my cookies and i used Malwarebytes Anti-Malware last night and it didn't find anything
