I will pay someone just to help me with this problem, please help!!

I am having problems with windows police pro. It keeps telling me to download it's software to fix the problem and won't go away after I close it out, just keeps popping up. I tried using instructions from earlier post in the forum, the post was Window Police Pro and pump.exe is ruining my life... I tried to use the instructions given but when I tried the first step of downloading the Fixtm.reg it said it was unable to do the registry because the system administrator would not allow it. I've also tried restoring my computer but it says that the system restore is infected and won't let me use that either... This thing is annoying the hell out of me, please help

Edit: I am now receiving alerts from Security Tool and Windows Police Pro, I really want this crap off my computer. It keeps telling me my windows task manager has been disabled by the administrator, as well as my system restore. I am not able to use anything to help remove this virus, will someone please help me. I take online classes and need my computer to work properly asap, thanks guys...

Also, I restarted my computer and a message popped up saying there was a problem in this file... SPCMDCOM.sys (hope this helps)

I have already tried these instructions. The very first step of downloading the file to my desktop, it does not allow me to do so. It says that regedit.exe is infected with worm Lsas.Blaster.Keyloger.
