Unable To Run Applications/Pump.exe/Windows Police/AntiVirus 2010

I have been working on my buddies computer and i was given the cpu with no prior knowledge of what was installed or done to it to create this problem so forgive me if i am not able to give an incredible about of information on this rig but here is what i know so far (alot of info i have gathered from reading this forum alone!)

I have come to the conclusion that i have a various form of rootkit or multiple infections, i have since discovered and removed the files for windows police pro and anti virus 2010. So now my problem is that i cannot access any programs whatsoever, either A i have overlooked a simple step in troubleshooting or B it is a seriously deep infection. I am not even able to run basic services like regedit or command. i have discovered the .exe program that comes up in the windows task manager is pump.exe and that same filename is also responsible for me not being able to execute any other programs or applications i cannot install any type of antivirus or scanner not even the basic diagnostic tools you refer people to on your site ( dds, win32diagtool, rootrepeal).

any and all help is greatly appreciated!

Im sorry to waste your time guys but my buddy whose computer i was working on decided to go with a full re-install of windows. just wanted to let you know before you started to diagnose the problem. sorry again guys but thanks for taking a look!
