I would like to find or make a board that will, in the back, accept the plugs from all my periferals (ie: scanner, printer, camera, tower,etc) and in the front there would be switches controlling each one so I can turn them on and off individually from this panel. LED's would be a bonus.

Interesting idea; I don't believe I've ever heard of such a thing, however. Out of curiosity, what would be the advantage of manually toggling the different ports/types? You're probably already aware that you can enable/disable various ports in the Device Manager menu under System Properties which is as close as I think you're going to get. I used to rely on that a lot to disable things like "infrared port" on laptops.
