can't copy data to dvd/cd-rom drives

I can't copy data files to dvd/cd-rom drives, however I can read from them. I don't know what is wrong.

You say that the drives are ROM drives? ROM is read only. In order to copy data to a writable CD or DVD you will also need a CD/DVD-R/W drive.

the drive that isn't copying is a Samsung cd-r/rw sw-252F.

What OS? What burning software?

I am a retired Ford tech. Next to Fords, any computer is a piece of cake. (The cake, its not a lie)

InCD...is for packet-writing, it's not a format that produces a CD which has been burned and is readable by other systems and/or CD/DVD drives.

5.5 is rather old, I believe, which could be another problem.
