Cannot connect to the Internet

Hi - can someone help me? I cannot access the internet on my home computer. It was working last night, but this morning nothing.
I ran the "cmd" ipconfig thing & the IP number started with 169, which I am told that it cannot connect to the IP.

Also, there is an error message saying "symantic email proxy 1003,13".

I am writing this at work, as I cannot access the internet at home - can anyone help?
