Recommendations for audio recording

Hi, i'd appreciate some advice. I want to purchase a computer which will handle audio recording software such as cubase with multiple plugins and 15+ tracks. I need to keep the price low low low but I need to avoid latency issues. Any thoughts?

Most important will be a decent audio interface with low-latency ASIO drivers, either internal PCI/PCIe or external USB/Firewire. Also significant will be as much RAM as feasible, Dual-core or better CPU as fast as affordable and if possible, a dedicated hard drive (internal or external) for recording.
