Task Manager will not show by any command

when i right click the taskbar and click taskmanager nothing shows also using the ctrl alt del nothing appears i tried to using the regedit tool to find under
no key for taskmanager

I also confirmed that the DisableTaskMgr value is ZERO (as it should be) at:


it is there under system 32 but same doesnt function

what could be?

i installed several antivirus nothing found

please help

i tried the software and it didnt fix, however i renamed the task manager and it worked but only by double click so could be the next step?
