Documents and Setting

Win2K, XP have "Documents and Setting" folders that contains User's settings. Frequently I am finding new User's settings created following the pattern "username"; "username.hostname"; "username.hostname.000"; and "username.hostname.001 ... etc".

What type of events are causing these changes? The resulting files are not the same, is there away to synchronize them to be the same, for ex. desktop changes? How can they be prevented? and if perchance they do occur how can I roll them back?
