Vista does not download file properly

I have a acer aspire 5580 that dual boots vista home premium sp1 and xp sp3.

Apparently, here's the problem I face.

On Vista,
Whenever I attempt to download a file through Internet Explorer 8, it shows the Open|Save|Cancel box. I click on save and select the place to save the file, but the file does not appear in the directory after downloading. Neither does the "Open|Open Folder|Cancel" dialog comes out. Nothing works when I press on Open too.
This problem affects through my Internet Explorer, Mozilla Firefox, Flock. However, it does not affect Google Chrome at all.

I recently uninstalled Internet Explorer 8 on Vista but the problem still persists.

The problem does not occur on XP.

I suspect that this may be a registry problem. Can anybody help?
