Taskbar and desktop error

I'm in need of some help here. Recently, my computer has been acting up. Whenever I log on, it takes longer than usual to load my settings (the blue screen) and when I'm finally logged on, the taskbar and desktop icons are missing. I can open the task manager. It shows almost none of my services are running. explorer.exe is running. If I terminate it and run it again, it still doesn't work. It happens randomly, like 70% of the time. I've scanned with Malwarebytes' and both full scans have come up clean in both normal and safe mode. Does anyone what's causing this, and how I can fix it? Thanks.

hi sid
you can check the event viewer by right clicking My Computer and selecting Manage. you may find a clue to the slow start up.

if you are sure you are virus free i would test ram with memtest86 at http://www.memtest.org/ and download your hard drive manufacturers diagnostics software to check your hard drive for error codes
