Infected and cannot run any programs to remove it

My desktop displays "Your System is Infected" in red, bold letters with some smaller words following. Advanced Virus Remover kept trying to run and is the obvious culprit. I went through the steps of removing the program from the computer (so i thought) and from the registry. AVG also did a scan and found an infection and supposedly fixed it. The problem continues. I tried to use Malwarebytes' Anti-Malware but the computer won't run any programs. When you try to open anything, the hourglass shows for about 10 seconds and disappears. Opening the Task Manager shows a box saying "Task Manager has been disabled by your administrator" and won't open. The Internet will open but using a search engine takes me to some fishy websites and never to the right place.
