IE8: misbehaving

I'm facing following issues in IE8 (WinXP SP2) recently,

1) When double click in Windows Explorer to open XML file, it gives a strange error that windows can't find the file specified.
(However if IE is already running in background, then the files opens correctly.)

2) For local html files always opens in a New Window, instead of a new tab or same tab.

3) Links meant to open in new window (target="_blank"), always opening in new window, instead of a new tab. :thumbsup:
