Service pack 1 update problem

I have a toshiba notebook running with windows xp and i have installed both service pack 1 and 2. i have been having problems with my graphics driver lately, (the screen flicks off and then on in 4 bit and i have to uninstall the display adaptor and restart the computer to fix it), anyway, when i restart i get an error report which i send to windows. when they receive it, they recommend i go to both ati technologies website and windows update website. when i go to windows update it tells me i need the following high priority update:

Microsoft .NET Framework 1.1 Service Pack 1

i thought it was strange that they are prompting me to update service pack 1 when i have supposedly already installed service pack 2, but what do i know. in addition , i have automatic updates turned on and have done various updates throughout the years. anyway, when i try to do the update i receive an error. i can't get it go show me again now (it's only giving me an "unable to successfully install" message, sorry) but when it came up it said i should push cancel to try to debug, then it can't and it says push retry to retry to debug manually.

what's going on? does this also mean i did NOT successfully install service pack 2?

Go to your device manager and click on your display adapter to find out which ATI adapter you have then download the SP2 driver from ATI's website.

To enter Device Manager:
Right Click My Computer>Properties>Hardware Tab>Device Manager

ATI Downloads:

Microsoft .NET Framework 1.1 Service Pack 1

This is .NET Framework 1.1 SP1 which has no reference to WinXP SP1.
Have you gone back to see if it will install the second time around?

There is a Knowledge Base article in the making for this problem but not ready for viewing yet from what I can find out., This is the best I can come up with for now.

There is also this option to remove >NET Framework 1.1 then reinstall should the original install be corrupt.
