Can i change the hat sink on my CPU's?

Hey everyone, just a couple questions about heatsinks and CPU's.

first off, can you damage the CPU if you touch it? Ie: rub you finger over it or handle it by touching the pins or top of it.

Seccondly, i took off the big old clunky heatsinks that covered the CPU ( i have two computers that look the same, the one in the pics is for taking stuff apart and looking at it :thumbsup:

I was wondering if there was a fan i could put on them instead of having the heat sinks absorb the heat then have two separate fans blow on them.

Or is it even worth getting a fan? Is the setup good enough the way it is?

Heck, could i even fit two fans in there? i would have to put one on each CPU wouldn't I?
