Windows update problems help as soon as possible

Hello, I have a major problem on my hands, I can not do any updates at all and I need to update my Microsoft Root Certificate for Norton to install, I open W.U. with any of there websites it just freezes about 2 seconds after it loads, wierd thing is when I go down to click *close* *right clicking* and that thing is up it loads but then it just freezes after I click on the page and can't scan or anything, also I have tried to put Windows Media Player 9 upgrade I open that and about 5 seconds it freezes when it says Opening... PLEASE HELP ME OUT ON MY SITUATION! I have IE 6.0 SP2

Have a look at Microsoft's Windows Update Troubleshooter. Some common problems are diagnosed there.

I just did a IE 6 reinstall. Does the same thing. Really frustrating.
I have ran out of things to try. I have done patches. -

none worked, those are from other forums I have posted on and noone seems to be able to find the answer.
I am running 98SE by the way.

I updated my root certificate from a link that didnt freeze, I then tried to install Norton and it said Symantec Antivirus Setup FAILED. Any suggestions, I don't have my System restore CD's. Otherwise I would have done that along time ago.
