Vista taskmanager reports CPU at 40%

I have Vista Home Premium 2.2GHz dual core with 3GB RAM. The task manager reports a constant 40% CUP usage, but the processes listed in the Processes tab report only 3%, and System Idle Process reports about 97%. This is with the "Show processes from all users" checked of course.

I don't think this is a malware problem. I downloaded the Process Explorer from http://www.sysinternals.com/ and found that the high CPU is caused by excessive Hardware Interrupts, which I am guessing is caused by bad drivers or hardware. But I have not been able to isolate the precise problem yet.

ETA: The problem was with one of my USB ports. I disabled it and CPU dropped to normal (idles at 3%).
