If I have a 64-bit graphics card and I use Vista 32-bit and a 64-bit graphics card driver will the graphics card work???

You will not be able to install the 64-bit version of the video driver into 32-bit Windows. 64-bit drivers work only with 64-bit Windows. As per your other question, assuming your reference to a 64-bit video card means its video memory bus width, that is not related to the Operating System being 32 or 64 bit.
