Vista seems to 'soft hang' after boot

So the wifey has the new(ish) HP Multi-touch laptop...

after uninstalling some freeware antivirus software (as mandated by Texas A&M's IT Department - so we are fairly confident that its not malware) we cannot seem to boot up to any kind of usable state. The machine will boot - it will give us the "cannot re-connect to all network drives" but that pop up does not go away ... clicking on the red box proves useless - the spinning ring comes up and does not go away ... CTRL-ALT-DELETE does not help as the task manager pops up and does not respond to clicks

we have attempted to "restore last known config" to no avail
