" Program too big to fit in memory"

everytime I try to open or run a program I get a MS-DOS message that flashes "program too big to fit in memory"
it's so fast that you barely have time to see it. I'm starting to get frustrated because it happens in safemode as well. There seems to be nothing I can do. Is there anything I can do or is my computer dead at this point?
( I have over a gigabyte of RAM and no programs big enough to fill it)
