F8 won't get "safe mode"

Windows 2000 professional service pack 4.....hitting my F8 key repeatedly during startup does nothing. How can I get into "safe mode?"

F8 should do it. do you have virus trouble
try another keyboard

F2 F11 keys work...but F8 doesn't. Could it be the USB keyboard....works in bios but not in windows.
