Malware has disabled my virus scanner

The symptoms are as such: computer running very slowly, many unfamiliar
processes
running in Task Manager, programs added to Windows/sys32 folder
including ~.exe (tilde dot exe), wisdstr.exe, mupupe.exe, vikesus.exe.
Internet connection throws up ad popups, and redirects google lookups.
McAffee anti-virus scan is disabled and will not run.
when I try to install another virus scanner such as Kasperskym I get the
message,
"The System Administrator has set policies to prevent this installation"
when I try to run an already installed virus scanner (Malwarebytes
Antimalware) it will not run.
If I try to copy the virus scanner to another location, I don't have
access to the file (I am logged on as an admin).

Can anyone help me?
