College Internet

I'm a student at Loras College and I have a desktop computer. I'm wondering if there is anyway around the limited bandwidth that we are allotted. If I start downloading something, it starts at 500kbps and then is quickly limited down to around 40kbps. Sometimes, the internet is unusable after surfing for about a half hour or so. Is there anyway to make sure that I can get even a somewhat decent speed?
