Can't access the internet

When I open IE and goto http://www.yahoo.com/ I get:
The page cannot be displayed
I”ve restored back to DEFAULT settings

When I open Firefox 3.5.2 and goto http://www.yahoo.com/ I get:
No error just a blank page

I opened CMD and Ping google.com I get this message:
Pinging yahoo.com [*y] with 32 bytes of data:
Packets: Sent = 4, Received = 4, Lost = 0 (0% loss)

NOTE: I can view the problem computer from other computers on my network so the Network card and cable are at least partially functioning.

STEPS I’VE TAKEN TOWARD TROUBLESHOOTING:

Start computer using “Diagnostic Startup “
Restored my computer to 1 week ago.
I've ran:
Malwarebytes
Spybot
SuperAntispyware
Hijack this
Advanced System Care 3.3.4
AVG

and still same issues.

Any suggestions are greatly appreciated …
