Can I re-install Windows XP Home on a corrupted computer without changing e-mail (OE) settings or ms office files?

In a nutshell, yes. You'll be selecting the 'install in place' type which over-installs Windows to the previous (or different) location. Do NOT do the complete re-install which will then prompt for a reformatting of the HD.

That being said, I'm not a big fan of the install in place. Either fix what's wrong or backup stuff and reformat.
