Another CD/DVD problem

Thanks in advance for any help I might get here. I have a CD/DVD in my HP that has suddenly started giving me problems. I can play audio CDs and can see files on a CD, but I cannot install and programs from this drive. I've tried several methods from Add/Remove programs, to run and just clicking on the exe file. The drive spins, but nothing starts.

Random thoughts
Is the disk damaged/scratched?
Check your security settings. Maybe try in safe mode or turn off your firewall, AV, and any real-time scan tools
Is this a bootable CD and you do not have the BIOS set right?
