Windows 98 Stuck in Start up Screen

My fella was trying to clear up some disk space on the home comp. On re starting the comp it loaded up to the blue clouds logo screen and then froze. We've been unable to get past this ever since.
Tried Safemode. Tried MS Config. Tried help options. Nothing appears to work.
If anyone can help and needs further info, let me know. I'm not the comp whizz (clearly, neither is he) so am just relaying messages and not exactly sure what he was doing when it broke. I fear he may have inadvertently deleted a start up file???
