Reinstalling Explorer 7

I had to remove I Explorer 7 when I was having connection problems. When I tried to reload it, it continually forced I Explorer 8. The problem with this is that it has disabled the shut down option. When I want to shut down now, I have to do a hard shut down by hitting the power button. I know it is directly related to this absence of IE 7 whether I use it for my browser or not

I believe IE8 comes bundled with Win7
